Vaccination and Recovery Certificates

Certificates of vaccination or recovery are issued by the Ministry of Health or HMOs. They can used to travel out of Israel as they are accepted by the European Union and some other countries.

On 3.10.2021, any vaccination or recovery certificate issued prior to this date will be made void.
The embedded QR code will become inactive, and it will no longer be possible to use it to leave Israel, to access venues that must comply with the Green Pass Scheme abroad, or petition an exemption from mandatory isolation on arrival in Israel.
On 3.10.2021 or later, you will have to request a new vaccination or recovery certificate, which is accepted as medical documentation in member states of the European Union and other countries that have reached an agreement with Israel for mutual recognition of these certificates.

Who can get a certificate of vaccination or recovery?

Who can get a certificate of vaccination?

  • People who have received at least two doses of the vaccine (even if more than 6 months have passed from the second dose)

Who can get a certificate of recovery?

  • People who tested positive in a PCR test in Israel, and afterwards test negative in a PCR test, and no more than six months have passed from the date of issuance of their certificate of recovery
  • People who tested positive in a PCR test in Israel, and afterwards test negative in a PCR test, or positive in a serologic test, and have been vaccinated subsequently
  • People who test positive in a serologic test in Israel
  • People who arrive from outside of Israel and declare they have been vaccinated and tested negative in a serologic test. (If this is the case, call the certificate the Ministry of Health Hotline at *5400 to request a certificate. Please have all documents of international vaccination ready before calling.)

* Certificates will be given once all (PCR or serologic) test results have been automatically updated on Ministry of Health databases. Automatic update may take up to one day from the time of the results.

What is the validity of these certificates?

Certificates of vaccination and recovery are valid through 31.12.2021.

How can you get the certificates?

  • On the Traffic Light website
  • From HMOs
  • Call the Ministry of Health Hotline at *5400
  • For holders of kosher phones with identified numbers: call the interactive voice response system at 02-5082000 (a fax machine is required)
    The service has two stages:
    - Provide your I.D. or passport number (use the number given for vaccination or testing) and date of birth, for authentication.
    - Receive a return call to a telephone number listed in your HMO's records
    Note: The interactive voice response service is only available for identified numbers.

International travelers

Certificates of vaccination or recovery issued after 3.10.2021 shall be accepted by the European Union and other countries that have reached an agreement of mutual recognition of certificates with Israel; allowing holders to access venues that must comply with local Green Pass Scheme and policies (some countries may also require negative COVID-19 test results).
The new certificates shall have a QR code that can be scanned by member states of the European Union and will have the note "issued by the State of Israel".
