A COVID certificate is used when leaving Israel and is valid in member states of the European Union and some other countries. It is issued by the Ministry of Health and HMOs.

The COVID certificate is used for leaving Israel and is valid in member states of the European Union and some other countries.
COVID certificates issued after 3.10.2021 are valid in the European Union and select countries that have an agreement with Israel for mutual recognition of certificates. The certificate allows entry to facilities that require a Green Pass in other countries, subject to local regulations.

The new COVID certificates include a QR code that can be scanned in EU countries and the statement “Issued by the State of Israel”.

COVID certificates issued before 3.10.2021 are not valid.

Current list of countries that recognize the COVID certificate 

For countries without an agreement for mutual recognition of certificates with Israel, entry is permitted only with a negative COVID test result. If a country is a ‘red’ country, approval by the Exceptions Committee is also required.

What else should I know about traveling abroad?

  • Many countries also require a negative COVID test result to enter, even if the Israel COVID certificate is valid there. Check the requirements for each country on their official travel website.
  • Travel to a ‘red’ country is possible only if you have received permission from the Exceptions Committee, even if the Israel COVID certificate is valid there.
